RESOLUTION on the amendment of the Rules of Procedure of the European Parliament The European Parliament, - having regard to Rule 54 of its Rules of Procedure, - having regard to the report of the Committee on the Rules of Procedure and Petitions (Doc. 538/77), 1. Decides to amend its Rules of Procedure as follows; 2. Instructs its President to have this resolution published in the Official Journal of the European Communities and to forward it for information to the Council and Commission and to the Foreign Ministers meeting in political cooperation and instructs its Secretary-General to have published a new edition of the Rules of Procedure thus amended, making sure there is perfect concordance between the texts in the six official languages; 3. He pointed out in particular that the appropriations would be taken article by article, chapter by chapter and section by section, and that appropriations on which no draft amendments or proposed modifications had been tabled would be approved without a formal vote. The draft amendments and the proposed modifications would be called in the order of the budgetary nomenclature and on the basis of the appropriations to which they related. If more than one draft amendment or proposed modification related to the same article, the one that departed most from the draft budget would be put to the vote first. If they departed to the same extent from the draft budget, they would be put to the vote in the order in which they had been tabled. In order to preserve the budgetary balance, votes on individual sections of proposed modifications or draft amendments would not be permitted to avoid the danger of expenditure being approved and the corresponding revenue rejected or vice versa. For the same reason it would not be possible to amend proposed modifications or draft amendments. Proposed modifications relating to compulsory expenditure required for adoption the majority of the votes cast, whereas draft amendments relating to non-compulsory expenditure required the votes of the majority of the current Members of Parliament, i.e. at least 100 Members. Draft amendments were marked with an asterisk to draw attention to the special majority required. After the vote on the various articles, chapters and sections, the revenue, accordingly modified, would be adopted. The President pointed out that he would himself state the position of the Committee on Budgets on each text put to the vote and that he would only give the floor to the rapporteur if he wished to add to these remarks. He also stated that if votes by roll call were requested, they would be held at the end of the votes on the draft amendments and proposed modifications. He further announced that, as set out in the agenda, the vote would first be taken on Sections I, II, IV and V of the draft general budget, then on the draft amendments and proposed modifications concerning expenditure under Section III of the draft budget, and finally on the motions for resolutions contained in the reports by Mr Bangemann and Mr Ripamonti (Docs. 400/78, 413/78, 394/78, 395/78 and 396/78). SECTION I - PARLIAMENT On the establishment plan Mr Fellermaier, on behalf of the Socialist Group, Mr Klepsch, on behalf of the Christian-Democratic Group (EPP Group), Mr Meintz, on behalf of the Liberal and Democratic Group, Mr Cointat, on behalf of the Group of European Progressive Democrats and Mrs Squarcialupi, on behalf of the Communist and Allies Group, had tabled draft amendment No 309. Draft amendment No 309 was adopted (120 for, 0 against, 0 abstentions). On the establishment plan, two draft amendments had been tabled: - No 321 by the Committee on Budgets, - No 310 by Mr Fellermaier, on behalf of the Socialist Group, Mr Meintz, on behalf of the Liberal and Democratic Group, Mr Cointat, on behalf of the Group of European Progressive Democrats, and Mrs Squarcialupi, on behalf of the Communist and Allies Group. Draft amendment No 321 was adopted (119 for, 0 against, 0 abstentions). Draft amendment No 310 fell. Again on the establishment plan, two draft amendments had been tabled: - No 307/rev. by Mr Fellermaier, on behalf of the Socialist Group, Mr Pintat, on behalf of the Liberal and Democratic Group and Mr Vernaschi, on behalf of the Christian-Democratic Group (EPP Group). - No 316 by Mr Aigner, on behalf of the Christian-Democratic Group (EPP Group). Draft amendment No 307/rev. was not adopted (83 for, 29 against, 0 abstentions). Draft amendment No 316 was not adopted (78 for, 29 against, 0 abstentions). Still on the establishment plan, Mr Bertrand had tabled draft amendment No 28 on behalf of the Political Affairs Committee. Mr Prescott and Mr Ripamonti, rapporteur, spoke. Draft amendment No 28 was not adopted (62 for, 42 against, 11 abstentions). Draft amendment No 313 on Chapter 10 had been withdrawn. Title 2 On Item 2220, the Christian-Democratic Group (EPP Group) had tabled draft amendment No 149/rev. Draft amendment No 149/rev. was adopted (128 for, 1 against, 0 abstentions). On Article 272, Mr Aigner had tabled on behalf of the Christian-Democratic Group (EPP Group) draft amendment No 311 seeking to create a new Item 2722. Draft amendment No 311 was adopted (110 for, 2 against, 7 abstentions). Still on Article 272, Mr Pintat, on behalf of the Liberal and Democratic Group, had tabled draft amendment No 158 seeking to create a new Item 2723. Draft amendment No 158 was rejected (13 for, 110 against, 2 abstentions). Draft amendment No 314 to Item 3705 had been withdrawn. Title 10 On Article 1001, Mr Fellermaier, on behalf of the Socialist Group, had tabled draft amendment No 308. Draft amendment No 146 had been withdrawn. Draft amendment No 308 was not adopted (94 for, 22 against, 4 abstentions). Draft amendment No 315 tabled by the Christian-Democratic Group (EPP Group) concerning Chapter 101 had been withdrawn. Parliament adopted Section I with the modifications resulting from the above votes (1). SECTION II - COUNCIL Annex I : Economic and Social Committee On the establishment plan, Mr Ripamonti, on behalf of the Committee on Budgets, had tabled draft amendment No 234. Draft amendment No 234 was adopted (122 for, 0 against, 6 abstentions). Still on the establishment plan, Mr Vandewiele, on behalf of the Christian-Democratic Group (EPP Group), had tabled draft amendment No 299. Draft amendment No 299 was adopted (126 for, 0 against, 0 abstentions). Draft amendment Nos 302 and 303 had been withdrawn. Parliament adopted Section II with the modifications resulting from the above votes (2). SECTION IV - COURT OF JUSTICE Parliament adopted Section IV. SECTION V - COURT OF AUDITORS Establishment plan Mr Ripamonti had tabled draft amendment No 233 on behalf of the Committee on Budgets. Draft amendment No 148 tabled by the Socialist Group had been withdrawn. Draft amendment No 233 was adopted (121 for, 0 against, 0 abstentions). Parliament adopted Section V with the modifications resulting from the above votes (3). SECTION III - COMMISSION Revenue Title 5 On Title 5, Chapter 51 (new), Mr Bangemann, on behalf of the Committee on Budgets, had tabled draft amendment No 194. Draft amendment No 194 was adopted (113 for, 5 against, 1 abstention). Parliament then voted on draft amendment No 67, tabled by Mr Spinelli, Mr Sandri, Mr Vitale, Mrs Squarcialupi and Mr Mascagni. Draft amendment No 67 was adopted (123 for, 0 against, 0 abstentions). Draft amendment Nos 53, 55 and 57 had been withdrawn.
