COMMISSION RECOMMENDATION

of 22 February 1982

to the Italian Republic concerning measures to improve the transport of goods by rail to and from Italy

THE COMMISSION OF THE EUROPEAN

COMMUNITIES,

Having regard to the Treaty establishing the European Economic Community,

Whereas major difficulties are occasionaly evident in the running of rail transport links with Italy and, principally, with import traffic destined for Italy;

Whereas the Community has an interest in improving this situation because of the effects of current difficulties on trade in goods between Member States and, more particularly, in North-South traffic flows;

Whereas solutions to this problem are to be found as much in the form of short-term measures as in that of programmes for long-term action and investment;

Having noted the measures already taken in this respect by the Italian Government, and the adoption of a multi-annual programme of investment in the Italian railways (F.S.) (programma integrativo) involving a global expenditure of more than Lit 12 000 billion,

HEREBY RECOMMENDS:

Article 1

The Italian Republic is invited to continue its measures in the most effective manner possible to find a solution to the problems existing in respect of rail transport operations between Italy and the other Member States, notably the North-South traffic link, and to take into consideration when carrying out the 'programma integrativo' for the F.S. the fact that measures relating to rail transport to and from Community States should have priority.

Article 2

The Italian Government is invited to inform the Commission of the measures taken to give effect to the present recommendation.
